New EU Packaging Regulation: Securing Tomorrow’s Raw Materials Today
After lengthy discussions, it is now official: The European Packaging and Packaging Waste Regulation (PPWR) came into effect on 11 February 2025.

The new EU packaging regulation is changing the rules of the game for the packaging market. What challenges do companies face?
Frank Kurrat: While some details still need further clarification, the fundamental objectives are clear: By 2030, all packaging must be either reusable or recyclable. In addition, new labelling requirements, weight reduction targets, and mandatory minimum quotas for the use of post-consumer recycled materials (PCR) in plastic packaging will be introduced. Last but not least, the financing of EPR (Extended Producer Responsibility) systems will be increasingly based on ecological criteria. The key term here is Eco Fee Modulation: the better the recyclability of the packaging, the lower the licensing or disposal fees. For many manufacturers, retailers, and importers, this requires a complete rethink. Packaging design has long been driven primarily by protective functions, convenience, and marketing aspects. Now, resource conservation is coming into focus. Sustainable packaging is no longer just an option – it is a necessity.
The requirements are complex. How can businesses successfully adapt? What advice would you give them?
Frank Kurrat: My urgent advice is: Do not waste valuable time! By 2030 at the latest, new packaging must be on the shelves. Those who want to avoid compliance violations and economic disadvantages should adapt their packaging portfolio as soon as possible. Firstly, this involves improving recyclability – a new simplicity is required: we need more packaging made from mono-materials that can be easily sorted and recycled. Secondly, manufacturers must prepare for the transition from virgin materials to recycled raw materials. The demand for recyclates will rise, while their availability is limited. It is therefore wise to establish strategic partnerships now – not only to ensure sustainable packaging optimisation but also to secure access to the required raw materials.
